When gaining Backlinks the aim is to get links from trusted, relevent site and using relevant anchor text. This can be dome via link baiting, directory submission, blog commenting, paid links, article reviews, guest articles to name a few methods.
To check for the number of back links to your site there are numerous tools, the best being Yahoo Site Explorer and Google Webmaster Tools.
